[ AUT-10296 ] - Istio Authorizer now returns HTTP 500 error in case of a fatal error. Before, it returned 403 access unauthorized errors.

[ AUT-10310 ] - Added policy validation results to prometheus metrics and opentelemetry traces in Cloudentity authorizers.
